One key implementation strategy is to promote Positive Community Norms (PCN). PCN accentuates the positive behaviors and attitudes of the majority of our students. These can be more effective than “scare tactics” in reducing and preventing underage alcohol and other drug use. Our local research shows that most high school students choose NOT to drink alcohol in a typical month. This is the type of positive data our messaging conveys.
